Especially if you are looking to bring someone on who would be a partner (as opposed to hiring a programmer that will only receive cash compensation for their work), I don’t know of any way to not reveal the idea. Personally, I rarely shy away from sharing ideas. 99.99% of all ideas are not original, and if you don’t execute on them in the near future, someone else will. Jump in and make it happen. My two cents at least.

Unfortunately I don’t know the answer to this off-hand. Personally though, I wouldn’t base my decision on which company to start my company in based on taxes/bank charges. If you happen to be able to source product from a unique source or country that gives you a cost advantage, that’s where I’d focus. If that is not the case, I’d focus much more on what is special about your e-commerce business and how you plan to market your products better than your competitors.

This is a tough one. I’ve never done something like this, but I’d imagine that finding a partner in a different country is going to be a hefty task. Beyond that, you should know your partner very well and trust them with your life. My best advice would be to approach this slowly, start networking with people interested in your space and see what introductions happen.

My best advice would be to identify something that makes your co-working space special (there should be some amount of exclusivity to it) – unless of course there is nothing like it in your area. Ask around to leaders in your small business community if anything like that exists in your area, and talk to freelancers and see how interested they would be and what type of price range they would look to spend.

what are the most crucial steps to be taken by a new tech startup when outsourcing major part of the tech to IT firms or outsourcing "product development" eg new social media website project?

I am much more a proponent of finding someone to be your partner that can handle the tech side of things. Chances are whatever you build first will be wrong and will need to be adjusted. When you outsource this, you run the risk of running out of money long before you have a product that is a fit with the market. If you must outsource, I’d plan to spend far less than your total allocated budget to do it, and I’d also plan very, very carefully about the product features, look and feel before they begin any work.

what's the best way to find a co-founder?

Networking. Go to events, talk to people in your community interested in what you’re doing. Ask people you know if they know anyone in your area that is interested in the industry you are going after. Those are the first steps in my mind.
I would definitely recommend being cautious in adding co-founders to your team too quickly though. It takes quite a while to develop a level of trust and comfort with someone new before considering making them a permanent part of your new company.
