Personally I believe in having a strong core team for your startup. In order to get rock star developers you should offer packages that include a combination of equity and money. If you can’t pay much, try reach out to developers who already worked for a few years in companies like Google and Twitter. Most likely that they made enough money that they can work for free for a few months (and get equity) if they believe in your project. That said, you can also try and experiment with outsourcing. There are many sites you can use such as elance, odesk and many others.

Startups are always struggling with this question. It's very hard to balance the benefits of an in-person technical co-founder who is working on equity against the benefits of a a great contractor who works for cash and does a great job. My general advice for this scenario is not to worry too much about whether your developer is a partner, a contractor, on offshore development team, or even yourself. What matters more is FIT and the QUALITY of the work. What you really need is a *quality product that is well designed, well built, and uses the right technology* - that is more important than who built it. By not worrying about the 'who' and instead concentrating on what you most need, you open the door to all sorts of arrangements including things like outsourcing, barter deals, equity deals, etc. And don't forget, the best developers will gravitate towards the best startup ideas so the ideal 'bait' to get developers is a great product idea with a refined pitch.
